Okay, I will attempt to explain this title without having read the actual article. A lab accident led the CDC to change some guidelines. It's quite pathetic the guidelines weren't in place prior to the vaccinia infection. It's ironic that the change in guidelines then caused vaccinia infection! Are you as confused about this as *I* am??
